Update on ProCap and GenCap

The Protection Standby Capacity Project (ProCap), an inter-agency initiative created in 2005, and the Gender Capacity Project (GenCap), established in 2007, deploy senior advisors as inter-agency resources to support humanitarian actors to mainstream gender, including through gender equality programming in sudden onset emergencies and in protracted humanitarian crises to strategically enhance protection in the response. 

Key strategic priorities of the Projects include: 

·           Protection or gender expertise for mainstreaming at country or regional level

·           Policy work relating to internal displacement including durable solutions

·           Protection support for contingency planning in natural disasters

·           Advisory support to Resident / Humanitarian Coordinator including for gender equality programming; and to support HCT protection strategies

The GenCap Steering Committee met on 24 October, followed by the ProCap Steering Committee on 3 November 2016. One of the key discussions focused on the upcoming call for requests for deployments in early 2017.  Twice yearly calls are made to streamline the deployment process as well as to prioritize deployment locations.  In addition to the calls, ad hoc requests for deployments to new or escalating emergencies are encouraged and prioritized based on available funding. 

On 11-12 October, GenCap hosted a Gender in Humanitarian Action (GiHA) training at the Norwegian Refugee Council (NRC) offices in Geneva. The training targeted Geneva and other headquarters based staff, and focused on gender equality programming in humanitarian action and application of the Gender Equality Measures (GEMs) Framework. Participants were exposed to tools, including the newly revised Gender and Age Marker designed to strengthen gender analysis and improve programme design, implementation, and monitoring.  Seventeen professionals from UN Agencies, stand by partners and International Non-governmental Organizations (INGOs) participated in the training.
